在上面的報(bào)道中，special protectionist tariffs指的是根據(jù)WTO的special safeguard provisions (特保條款)征收的“特保關(guān)稅”，也稱為“懲罰性關(guān)稅”。中國在加入WTO時曾承諾，中國產(chǎn)品在出口有關(guān)WTO成員國時，如數(shù)量增幅過大，WTO成員國可單獨(dú)針對中國產(chǎn)品采取保障措施。
中國已啟動對美商品的anti-dumping(反傾銷) 和 anti-subsidies investigation(反補(bǔ)貼調(diào)查)，制止其引發(fā)的unfair competition(不公平競爭)。各國都不希望引發(fā)trade war(貿(mào)易戰(zhàn))，都希望可以在under the WTO framework(WTO框架內(nèi))解決糾紛。有些實(shí)行trade protectionism(貿(mào)易保護(hù)主義)的國家，還會設(shè)置customs barrier(關(guān)稅壁壘)來保護(hù)本國商品。
